Does Your Carmel Valley Home Pay San Diego's New Trash Fee?
Most single family homes in Carmel Valley that get City of San Diego trash pickup now carry a "SD Solid Waste Mgmt Fee" on the property tax bill, and for the 2026 to 2027 fiscal year the standard 95 gallon bundle runs $44.57 a month, or about $535 a year. Homes on private streets or inside gated communities are not eligible for city service, so they do not pay this fee, but they pay a private hauler instead. Which one you are depends on your street, not your ZIP code, and the first installment of this year's bill is due November 1.
I'm Zach Arrington, and this is one of the questions I now walk through with every Carmel Valley buyer before we write an offer. The fee itself is not huge on a home at Carmel Valley prices. What matters is that it is one of several line items that make two similar homes a few streets apart cost different amounts to own every year, and very few people read the tax bill closely enough to see it.
One thing to be clear on up front: this is not a Carmel Valley fee. It is a City of San Diego fee, so the same rules apply in La Jolla, North Park, Golden Hill, Old Town and every other neighborhood inside city limits. I'm focused on Carmel Valley here, but if you own or are buying anywhere in the city, this applies to you too.
Where the fee came from
For more than a century San Diego's People's Ordinance kept the city from charging residents for trash pickup. Voters changed that with Measure B in 2022, which removed the ban on a fee and clarified which properties qualify for city service. It covers the entire City of San Diego, which the city organizes into 52 community planning areas, from Carmel Valley, Torrey Highlands and Pacific Highlands Ranch in the north to La Jolla, Pacific Beach, North Park, Greater Golden Hill and Old Town San Diego farther south. The City Council approved the fee in June 2025, and it shows up as a line item on the annual county property tax bill, with the first year's installments due December 10, 2025 and April 10, 2026, according to the city's trash service FAQ.
Homeowners then sued, arguing the fee charged more than the cost of service under Proposition 218. On June 8, 2026, the council voted unanimously to approve a settlement that lowers the fee starting July 1, 2027, NBC 7 San Diego reported. The city says the current year's rates are not affected and refunds are not available for fees already paid.
What you will pay, by bin size
Every bundle includes one trash bin plus a 95 gallon recycling bin and a 95 gallon organics bin. The size of the trash bin sets the price. These are the city's published monthly rates from its fee calculator:
| Trash bin | Now (from July 1, 2026) | From July 1, 2027 | From July 1, 2028 |
|---|---|---|---|
| 35 gallon | $33.66 a month | $28.52 a month | $29.43 a month |
| 65 gallon | $39.86 a month | $34.37 a month | $35.43 a month |
| 95 gallon (standard) | $44.57 a month | $38.75 a month | $39.91 a month |
Two practical points. First, dropping from the standard 95 gallon bin to a 35 gallon bin saves about $131 a year at current rates. The city lets you make one service level change per fiscal year, a smaller bin's fee starts when the new container is delivered, and the credit appears on your next tax bill, per the FAQ. Second, the 2027 reduction is real but modest: about $70 a year on the standard bundle.
Why your street decides whether you pay it
The city reviewed every residential property against its eligibility rules, and properties on private streets, inside gated communities, or whose access crosses a private street are not eligible for city trash collection. Neither are lots with five or more homes, or lots without room for the required containers. If even one home in a complex needs a private hauler, the whole complex must use one, according to the city's page for households moving to private hauler service. The city also notes that a single family home in an HOA can be ineligible if it is served from a private street.
Those rules work the same way across the city. In an older neighborhood like North Park, a duplex on a public street can be on city service and pay the fee, while a building with five or more units on one lot has to use a private hauler. Your mailing address is not the test either. A La Jolla address is still inside the City of San Diego, while homes in Del Mar, Solana Beach and Encinitas are in separate cities that are not part of this fee.
Carmel Valley has both kinds of neighborhoods: homes on public streets with city pickup, and gated or private street enclaves. So when a buyer tells me a gated home "doesn't have the trash fee," my answer is that it probably has a different trash cost, paid through HOA dues or directly to a hauler, and the city does not set those rates. Owners told to switch to private service who miss the deadline can face citations that escalate from $200 to $1,000 plus a $100 reinspection fee, per the same city page.
The other lines on a Carmel Valley tax bill
The trash fee sits next to two other charges that vary by neighborhood within Carmel Valley:
- The Carmel Valley Maintenance Assessment District. It pays for landscaped medians, slopes, open space, mini parks and similar upkeep. For the 2026 to 2027 fiscal year, a single family parcel pays between $84.96 and $465.78 depending on which of nine zones it sits in, and each condo unit pays 70 percent of its zone rate, according to the city's annual district report. The maximum rates rise with the local consumer price index each year.
- School district Mello Roos. The San Dieguito Union High School District lists maximum annual special taxes of $800 to $1,014 for single family homes across its community facilities districts. The maximum cannot increase, no developed parcel is taxed for more than 35 years, and existing homes cannot prepay the obligation, according to the district's facilities planning page. Whether a given home is in one of these districts depends on the parcel.
Stack those together and two Carmel Valley homes at similar prices can differ by more than a thousand dollars a year before you even get to HOA dues. It belongs in your budget and in how you compare two finalists.
What I tell buyers and sellers right now
For buyers, I request the seller's current property tax bill early, ideally before we write the offer, and read every line: the trash fee and the bin size it reflects, the maintenance district zone, and any special taxes. If the home is gated or on a private street, I ask the listing agent how trash is handled and whether it is in the HOA budget. I handle that conversation with the other side myself, so you get the answer in writing without chasing anyone.
Timing matters this fall. San Diego County's first property tax installment is due November 1 and becomes delinquent after December 10; the second is due February 1 and becomes delinquent after April 10, per the Treasurer Tax Collector. If you close between now and December, I confirm with escrow exactly how the current installment, including fee lines, is being handled so nothing slips into delinquency during the change of ownership.
For sellers, none of this is a reason to worry. It is simply a question buyers are starting to ask, and having your current tax bill ready makes you look organized. I've represented sellers in Carmel Valley this year, including 5544 Mill Creek Rd in Pacific Highlands Ranch, and the smoothest escrows answer these small cost questions early.

FAQ
How much is the San Diego trash fee on a Carmel Valley property tax bill for 2026 to 2027?
For homes with city pickup, the standard 95 gallon bundle is $44.57 a month, about $535 a year. A 65 gallon bundle is $39.86 a month and a 35 gallon bundle is $33.66 a month. Extra bins cost more.
When is the first Carmel Valley property tax installment due this year?
San Diego County property taxes are paid in two installments. The first is due November 1 and becomes delinquent after December 10. The second is due February 1 and becomes delinquent after April 10. The city trash fee is billed on this same bill.
Do Carmel Valley homes in gated communities or on private streets pay the city trash fee?
Generally no, because properties on private streets, in gated communities, or with access across a private street are not eligible for city collection. Those owners use a private franchise hauler instead, often arranged through the HOA, so they still pay for trash service, just not through the city fee.
Is the San Diego trash fee going down, and will I get a refund?
Yes, it goes down starting July 1, 2027, when the standard bundle drops to $38.75 a month, then rises to $39.91 on July 1, 2028. The city says fees for the current and prior fiscal year are not affected, so refunds are not available for those.
Can I lower my Carmel Valley trash fee by choosing a smaller bin?
Yes. Moving from a 95 gallon to a 35 gallon trash bin saves about $131 a year at current rates. You can make one service level change per fiscal year, the new fee starts when the smaller bin is delivered, and the credit shows up on your next tax bill.
Does the San Diego trash fee apply in La Jolla, North Park or other San Diego neighborhoods?
Yes. It is a citywide City of San Diego fee, not a Carmel Valley fee. Any home inside city limits that qualifies for city pickup pays it, including homes in La Jolla, Pacific Beach, North Park, Greater Golden Hill, Old Town San Diego, Torrey Highlands and Pacific Highlands Ranch. The same exceptions apply everywhere: private or gated streets and lots with five or more homes use a private hauler instead.
Does the trash fee apply in Del Mar, Solana Beach or Encinitas, or anywhere with a San Diego mailing address?
Del Mar, Solana Beach and Encinitas are separate incorporated cities, so homes there do not pay the City of San Diego fee; those cities handle trash service and billing their own way. A mailing address alone does not decide it. What matters is whether the property is inside the City of San Diego and receives city trash service, which you can confirm by looking for the "SD Solid Waste Mgmt Fee" line on the property tax bill.
What is the Carmel Valley Maintenance Assessment District charge on my tax bill?
It funds upkeep of landscaped medians, slopes, open space, mini parks and similar features. For the 2026 to 2027 fiscal year, single family parcels pay between $84.96 and $465.78 depending on zone, and condo units pay 70 percent of their zone's rate.
Can I pay off school Mello Roos early on an existing Carmel Valley home?
Not for the San Dieguito Union High School District special taxes. The district says existing residences cannot prepay all or part of the obligation, though the maximum rate cannot increase and no developed parcel is taxed for more than 35 years.
Is there help paying the San Diego trash fee?
The city offers a financial assistance program for homeowners whose primary residence gets city trash service and whose household income is at or below 60 percent of the state median, or who are enrolled in an approved public assistance program. It typically covers 50 percent of the fee, and the application deadline for this fiscal year is April 30, 2027. Tenants are not eligible.
